I just went through a job search. I ended up with three offers in three weeks of searching. #1 was a lowball and switched to contract from our discussion at the interview. I delayed as offer #2 was on the way. Offer #3 arrived a couple days after #2.
In all cases, they called me. Multiple times a day if I didn't get back to their voicemails right away. I was working with external headhunters on the better offers, so they did have more incentive to get a decision from me. One even called me while I was still in the interview (it ran longer than planned, which is usually good). Even interviews that did not progress to the offer stage, HR/recruiters contacted me if they were interested.
If you don't hear anything after a few days, it would not hurt to follow up with a "Thanks. Do you need anything else?" e-mail. Beyond that would annoy me if I was the hiring manager/recruiter.
