How much would it cost to setup a Quality System for a Repackager or Relabeler?

Hello, I have a few questions related to setting up a startup company.

How long and how much would it cost to get a basic quality system set up with the essential elements for a repackager or relabeler?

I have a good idea for the above questions and want some feedback. The other issue is the electronic document system validation package.

Are there packages available on the market as a rubric or boilerplate quality system to be purchased that could be used as a starting point?

If that is the question then how is your customer and why do you need it
