Very likely, you could apply for certification to ISO 9001:2015 months in advance of the standard release. As customary, the IAF and it's recognized accreditation bodies will issue policies stating that NO CERTIFICATE to the new edition of ISO 9001 can be issued BEFORE the standard release date.
But, as usual, we will have a small number of organizations that want to boast the fact that they were the first in the World to achieve certification to ISO 9001:2015 in their respective fields/markets/geographies, etc.
So, some certification bodies will train and qualify some of their auditors BEFORE the standard is released, will perform stage 1 and stage 2 audits against the FDIS, and the day ISO 9001:2015 gets released, they will "assess" if the results of the audit against the FDIS can be used to certify the system in question and I can guarantee that several organizations will issue press releases either on the same or the following day of the release announcing their accomplishment.
But, don't simply believe what I wrote; approach several CB's and ask if they would be agreeable to do that.
