How to check the external lab (manufacturer) satisfied 7.6.3.1-testing of the product

I am not sure exactly what you are looking for but I will try to answer as best I can.

7.6.3.1 deals with INTERNAL labs so you would check that the lab has procedures stating how the test will be done. You need to verify the training records of the lab staff to be sure they are trained to do the test. It is often useful to watch one of the staff perform an actual test. You should verify the test method used by the lab meets the requirements of the spec you are testing to.

If you mean EXTERNAL lab then your verification the requirement is met would be a copy of the lab scope and a certificate of registration showing the lab was accredited to ISO/IEC 17025 (or equivalent) to perform the specific test. Your analysis of the test report supplied should confirm testing against a specific standard (ASTM, EN, etc.)

According to 7.6.3.2-NOTE 2, if we choose the equipment manufacturer to be our external lab, the requirements listed in 7.6.3.1 should me met. As you said, we can verify the training records of the lab staff for satisfying competency of the laboratory personnel. But I don't understand the meaning of "testing of the product", which listed in the 3rd requirement of 7.6.3.1, and how to check whether the equipment manufacturer satisfied this requirement or not?
I wonder if we can regard the "report" (such as calibration certificate) as the "product" for a calibration lab. If correct, how to test it?
