I think GRR% Test only can estimate the precision of the gage, and calibration by external lab is to check the accuracy of the gage. There are two aspects to know whether the gage is good enough, Accuracy and percision.
External lab provide a calibration report like this:

I don't know either how to judge the gage good to be use or not. or need I add offset when I use it.
