I agree! For me ISO certificate is not guarantee for reliable supplier. It is just an indicator that supplier understand basic quality principles. It seem that ISO certificates have lost their original purpose.

My statement about ISO 9001 certified suppliers is sadly also true for some ISO/TS 16949 ones.
Automotive customers tend to be more vigilant but have been burned by their certified suppliers as well.

I will put a closed question - Is it possible to make correct evaluation of Supplier QMS without adequate knowledge of the relevant process/product and only through Documents/Records, Observation and interviews? Of course, QMS knowledge is by default.

In general, experience is the best indicator, although it's not the only one, nor should it be considered completely reliable. If you've had good results from a supplier (an acceptable level of conforming product, good delivery performance, etc.) there could be costs involved that you're not aware of. Good output doesn't necessarily mean efficient means of production.
I don't think that formal audits are always necessary; an experienced person can usually see what needs to be known (and know what questions to ask) with a simple walk through the supplier's plant. An inexperienced person conducting an audit won't be very helpful in most cases.
