If spot test is adequate, a drop gage can give you the resolution you need on a roll to roll basis for thickness. It would be wasteful to use this on any kind of continuous basis though.
If continuous monitoring is needed, push up to your paper supplier (visit the site) and see what they are using to monitor thickness. There are industry specific gages that many outside the industry don't know about. Gamma Backscatter, acoustic, capacitive, etc. These tend to measure mass then relate to corresponding thickness.
