Our organization is involved in providing laboratory services ( testing of pharmaceutical products, calibrations for inhouse products)
Methods used for analysis are either pharmacopoeia standards or 'validated' analytical methods.
all the standards used are traceable to either NIST other appropriately qualified.

Query
how to select the tests/methods for establishing the proficiency testing,
a. such that we can comply the certification criteria. ( one point of view is that, it is driven by requirement from business / customer ==> any minimum tests to establish the procedure exists and evidence of completing a(/any) test))

b. such that we implement the intent and principle of the standard. ( an risk based approach to establish suitable criteria for selecting the critical / complex / sensitive / unique test methods / materials / equipment ==> more elaborate and detailed approach involving multiple techniques / tests etc)
