I would have thought that people lower down the organsation also have responsibilites and contributions to make for applying and identifiying opportunites for improving the safety management system.
Yes, you are perfectly right Kgott ! "People lower down the organisation" are also very important.
It's why "workers participation" (§ 3.2) is a strong point in ILO-OSH model just behind the employer "OSH policy" (§ 3.1) and included in many other elements throughout this international OSHMS model.
