I am looking for a lab in the US that can perform testing per ISO 1628-4. It seems that every lab I contact is uninterested in working with the dichloromethane.

Dichloromethane is some pretty nasty stuff with specific worker protections called out to prevent overexposure, as I found here: http://www.afscme.org/health/faq-meth.htm I would not be surprised to find many labs want to avoid the need to implement a stiff Industrial Hygiene program for needs like this.
My experience with ISO is that it doesn't dictate chemicals to be used in a process. Can you substitute a chemical in your procedures that testing labs would conform with? Can those testing labs give you ideas of substitutes to consider? What confines you to using this chemical?
