IATF 16949 - 7.1.3.1 Plant, Facility, and Equipment Planning - Interpretation

Hello all

I have confused with the requirement of clause 7.1.3.1 about manufacturing feasibility. In that clause the standard states:

Methods shall be developed and implemented to evaluate manufacturing feasibility for new product or new operations. Manufacturing feasibility assessments shall include capacity planning. These methods shall also be applicable for evaluating proposed changes to existing operations.

My questions are:

1- Has the above requirement anything new in addition to the requirement of clause 8.2.3.1.3 (organization manufacturing feasibility)?

2- Does the verb "evaluate” mean that the organization shall develop a method to evaluate the Manufacturing feasibility assessments? Or, “evaluate” here means to assess, analysis or doing manufacturing feasibility?

I don't think it changed much. However, it did add capacity planning to the evaluation.
Hello,

but how will you review it, in the management review, as the evaluation
under point 9.3.2.1 shows this point?
e) assessments of manufacturing feasibility made for changes to existing operations and for new facilities or new product (see Section 7.1.3.1);

I tried it now, and as we have not much new parts and machines, I just mentioned,
a process Audit for a changed part,
a capaility study for a new machine and
released PPAP documentation by the customer for a new part.
As Input and evidence that the manuafacturing feasibility is still fine.

Will discuss with my maintanace Manager now and hope it fulfill the requirements in November.

Hi all
I ask again my question.

Based on "manufacturing feasibility" definition in clause 3.1 ("an analysis and evaluation of a proposed project to determine if it is technically feasible to manufacture the product to meet customer requirements."), it can be seen that feasibility includes analysis and evaluation.

Based on the following requirement of clause 7.1.3.1:

"Methods shall be developed and implemented to evaluate manufacturing feasibility for new product or new operations. Manufacturing feasibility assessments shall include capacity planning. These methods shall also be applicable for evaluating proposed changes to existing operations."

Does the above requirement says that we shall evaluate the evaluation done during manufacturing feasibility study? (evaluation of the evaluation)
or
Does the above requirement only require the organization to do manufacturing feasibility?

Please help me understand what is required and how to comply for following requirement of the clause:

"The organization shall maintain process effectiveness, including periodic re-evaluation relative to risks, to incorporate any changes made during process approval, control plan maintenance (see section 8.5.1.1) and verification of job set-ups (see section 8.5.1.3)."

Feasibility is state of being able to do something. State may vary from e.g. "100 % feasible" to "0% feasible" and therefore evaluation according to developed methods is needed. Answer is: organization has to implement feasibility analysis according to developed methods.

Dear AMIT BALLAL, these are examples of cases where change of already validated process might be required. We shall confirm whether changes we want to implement, do not adversely affect process effectiveness (e.g. capacity, defect ratio) or enhance already determined risks or create new one.
When I look at it, it looks like TS 7.5.2 e), but maybe I am wrong.

Thanks sebastian for reply and help. I am also thinking of the same way, but want to be sure since I am writing a quality manual. And failure to understand the requirement may result in a nonconformance in an audit.
I want inputs from other covers too, which will help to understand what are their opinions for this requirement.
