Ford Product Development Engineering must approve all potential Critical/Significant Characterisitics at the design phase, DFMEA, through use of the SCCAF. I think this from Ford demonstrates how the "manufacturing process parameter" is supporting the special characteristic determined in the DFMEA, not that the company is supposed to create a SC out of thin air.

In my experience, with Ford and IATF Auditors, at the companies I have worked for, we were never asked to create a SC on our own.
