Informational IATF 16949 certification requirement for Tier 2/Tier 3 Suppliers

I too am employed by a raw material supplier (Plastic Resin) and have been tasked with IATF16949 certification. I am somewhat versed in ISO9001:2015 however I am struggling with a few of the requirements in 16949 specifically 8.3.1.1 "Design and Development of Products and Services" any help from raw material suppliers would be greatly appreciated.

The product design process will be related to the formulation aspects of the plastic resins. Now keep in mind that this section also addresses "design of processes" which is how your manufacturing processes are set-up. Section 8.3.1.1- suggests error prevention that might be easier or more tangible for production processes. In Design and in your case an example of error prevention might be how a recipe/formula needs to be put together- "order of addition."

While cl 8.4.2.3 and subsequent S.I. requires organizations to develop a QMS with the ultimate objective of eligible organizations to become certified to IATF16949, let's consider eligibility. Rules 5th section 1 dictates "only manufacturing sites where production, service parts, and/or accessory parts that shall be mechanically attached or electrically connected to the vehicle are manufactured and supplied to automotive customers are eligible for IATF16949 certification".

The rules are sometimes more complex than the requirements of the standard.

So are you saying raw material suppliers can't be certified to IATF?

I have fought that battle and lost, I interpret the rule to exclude our site however, other plastic manufacturers are already certified and some of our customers are asking for us to be as well. Management at this site has set an aggressive goal of certification this fall, while we are already 9001:2015 certified these extra requirements are not that difficult to meet although interpreting a standard that was written for "part" production and applying to bulk material is somewhat of a challenge. Assistance from any other bulk material suppliers that have gone through certification would be greatly appreciated.

The PPAP standard 4th edition has notes under each section giving the interpretation of each design and development requirement for bulk materials.
