The requirements of ISO 9001:2015, clause 8.2.3.1 are not only for new developments but also for repeated orders which you get. Every time you get an order for an active part , you have to review whether you can supply required quality at required production rate.
For repeated orders of an active part, you may have reviewed some of the requirements for previous supplies (such as review of legal requirements). You can skip review of statutory and regulatory requirements for each repeated (assuming that there is no change in legal retirements), but you need to review for every order whether you can supply customer-required quantity. Because, you could be able to supply a quantity in previous month, but may not supply same quantity this month due to production planning of other parts.
What I want to say is waiver for review of certain requirements for 8.2.3.1 may be for repeated orders only. For new orders, which needs new product design or process design, you can not request/ get customer waiver.
