IATF 16949 Cl. 8.2.3.1.1 - Review of the Requirements for Products and Services

We are a component supplier as well and we do assess RFQs for capability, size, etc. as well before the quote is submitted. The one big difference is that we do not require a complete design review before accepting orders. I'm thinking this might be an option that we may want to look into further.

Yeah. We have to because the designers have zero clue about the processes they design for.

I realize I'm late to this party, but my company is just now exploring getting certified to IATF 16949. I came across section 8.2.3.1.1 and, like Ben above, this is very puzzling. As it is written, it makes little sense. How are people dealing with this?

The requirements of ISO 9001:2015, clause 8.2.3.1 are not only for new developments but also for repeated orders which you get. Every time you get an order for an active part , you have to review whether you can supply required quality at required production rate.
For repeated orders of an active part, you may have reviewed some of the requirements for previous supplies (such as review of legal requirements). You can skip review of statutory and regulatory requirements for each repeated (assuming that there is no change in legal retirements), but you need to review for every order whether you can supply customer-required quantity. Because, you could be able to supply a quantity in previous month, but may not supply same quantity this month due to production planning of other parts.
What I want to say is waiver for review of certain requirements for 8.2.3.1 may be for repeated orders only. For new orders, which needs new product design or process design, you can not request/ get customer waiver.

While that may be true, no one has addressed 8.2.3.1.1, which says we SHALL retain documented evidence of a customer authorized waiver........ Perhaps it should read " IF customer waives requirements stated in ISO9001 section 9.2.3.1....THEN the organization shall retain documented evidence. As it stands now, it appears we have to keep a record of a customer waiver for everything we sell to them, which makes no sense.

My experience: No one keeps a record of customer waiver and never I have seen any nonconformity on this.
However, you may request for a waiver for any requirement which need not to be reviewed for each repeated order.
