Clause states, " presented in the language(s) understood by the personnel responsible to follow them

If an operator is bilingual, does this mean they must be in a language(s) other than English?

If the operator is bilingual English would be fine. I think you would need them available in both languages if the operator could not use the English language at a level required to fully understand the instruction. It would all depend on the users language and comprehension level.
