Is Layout inspection needed to be carried out for components received from suppliers and assembled in our product.

No, unless your procedures say so or your customer says so and you've agreed this requirement.

When components have pass through characteristics included on customer approved drawing, yes it needs to be carried out.

Layout inspection will include all parameters as specified in the drawing (Including notes).
Product audit will specify stages audited and parameters inspected at those stages.
Can't share examples being confidential, but sharing formats for your reference and use.

Question, what is you approach when product purpose changes from OEM to OES?
I mean only use as warranty, spare, service parts, not for assembly in newly manufactured vehicle.
