IATF 16949 Clause 9.1.1.1 - What is the batch conformance to specification method?

I'm not sure if I understand completely what this clause means when referring to a Batch conformance to specification method on a Manufacturing process that is not possible to demonstrate product compliance trough process capability. Can someone explain what the batch conformance to specification method is? It sounds to me like a sampling plan, but not sure what it is.

You can use %conforming or PPM for new manufacturing processes where process capability calculations not feasible, especially in the case of attribute data.

Say you make a 'batch of cookies(Choc chip)' - you would craft a Batch Conformance Testing process/plan which says:
  1. We will take every 3rd batch and
  2. Evaluate all the cookies against "Mamas Chocolate Chip Spec 17-908"
    1. This spec would maybe say: All cookies must be 2 inches in diameter and .25 inches in height, must have 8 chips visible and color must match cookie color image 2.2"

So basically you craft your own Batch Conformance Testing.
