IATF 16949 Clause 9.3.2.1 - How to understand "measures"

Input to management review shall include:
measures of process effectiveness and efficiency

How to interpret the word of "measures"?

My understanding for it is that this is related to 6.2.2
When planning how to achieve its quality objectives, the organization shall determine
a) what will be done
b) what resources will be required
c) who will be responsible
d) when it will be completed
e) how the results will be evaluated

During the management review, these topics, from a) to e), shall be discussed in order to ensure the objectives achieved in the next year or so.

I am not quite sure about it.

Could anyone share your idea?

For top management to review the performance of their system they need the results of measuring the system’s effectiveness and efficiency.

As a consequence top management may determine the need for action plans to deliver the required effectiveness and efficiency.

These action plans must define a) thru e) so the actions stand a reasonable chance of being enacted and can be monitored through to their successful completion.

Merely naming the volunteer in the meeting minutes with a promised completion date will not do.

Ideally, the system manager will include recommended plans, perhaps with a few alternatives, in his or her briefing of the top managers to obtain any necessary funding.

Measure is the just a metric or KPI. IATF wants you to have a metric for effectiveness and one for efficiency for every process. These are reviewed and acted upon at management review.

5) monitoring and measurement results;
7) the performance of external providers;

I don't think IATF repeat the requriement of 9.3.2

Hoping explain more details.

9.3.2.1 is just more specific than 9.3.2. There can be some repetition. What 9.3.2.1 is telling you, is that during management review you need to look at your metrics for process efficiency and effectiveness -- they are inputs to your management review. 9.3.2 says essentially the same thing using the work "information."
