IATF:16949 Common Quality Manual - Company is in Country A and Country B

Our Company is in Country A and country B.
Some of the Departments in country B are remote functions for Plant in Country A.(product design, process design and purchasing).
Plant in Country B has its Quality manual and procedures and is certified for ISO/TS 16949.
While going for certification of Plant A, do we need to follow the Quality manual and procedures of Plant B or we need to prepare our own Quality manual and Procedures.

Standard doesn't mandate whether you should follow a corporate Quality manual or not. Its upto you about what you want to follow.

You'll need to have some common procedures/ procedures should be readily available for support processes (If A is supporting B or B is supporting A for any process), product design, process design and purchasing in your case.

These remote functions do we need to specify them in the quality manual as a justification of exclusions? Or is not necessary? IATF16949:2016 need it in the quality manual?

Our remote locations are supporting us for Product design, Process Design and Purchasing activities, hence we need to mention it in our Quality manual.

You need to specify in your quality manual about which are support / remote location processes. This will come under support processes section, not exclusion since only permitted exclusion is product design.

Though only the remote / supporting location will be audited for those supporting processes.
