It specifies in the IATF16949 that supporting functions, whether on-site or remote(such as design centres, corporate headquarters, and distribution centres), shall be included in the QMS. Also, customer-specific requirements shall be evaluated and included in the scope of the organization's quality management system.

In my situation, our plant is located in China and the headquarter is in France. But we are an independent legal entity, do we need to include headquarter in the QMS?

For customer-specific requirements, we have a lot of customers with many specific requirements, do we need to describe customer-specific requirements in details or just add a general description of including customer-specific requirements in scope of QMS?

Question 1: it depends on the interaction with headquarter, if they support you in some processes , you could show it in your QMS mapping and describe it in the context ( new requirement)

Question 2: you shall produce a matrix to be inserted in the Quality manual where to indicate the customer requirements and the processes of your QMS affected by them.

The requirement is clearly enough here: the Quality manual, that is still mandatory in IATF 16949, shall contain this matrix

For this matrix, how detailed does this have to be for customer specific requirements? Is this only intended just for OEM CSR's or does it include Tier 1, 2 level customers? To me, there are quality system requirements, product & process requirements. How deep does this need to go.

Any examples would really help.

Our quality management system has been developed and implemented in consideration of the external environment and markets in which we operate and in the best interest of our employees, customers and other relevant interested parties the quality management system will demonstrate its ability to consistently provide products and services that meet customer and applicable regulatory requirements, and to address customer satisfaction through the effective application of the system, including continual improvement and the prevention of nonconformity.
The quality system complies with the current versions of ISO 9001 and IATF standards, Customer requirements and the needs and expectations of all interested parties.
The quality system manual is divided into five sections modeled on the organization of the ISO 9001 and IATF 16949 standards. Sections are further subdivided into several subsections representing main quality system processes and elements. Each subsection starts with a general policy statement expressing the commitment to implement basic requirements and principles for the pertinent quality system process or element. The general policy statement is followed by more specific procedural policies outlining how the general policy is implemented, and referencing applicable operational procedures.
The purpose of this manual is to define the quality system and describe the sequence and interactions between the processes of the system, to define authorities and responsibilities of the management personnel involved in the system, and to provide procedural policies for the implementation of processes comprising the quality system.
Another purpose of this manual is to present the quality system to our customers and other interested parties, and to inform them what specific controls are implemented to assure quality.

As to scope, IMO I think its too much. It's just verbose. The scope covers what you do, ie. the manufacture of XYZ. Keep it simple.
