Is there are any IATF or ISO TS 16949 rules about how to define the QMS scope for a company?

Are you talking about the scope described in the quality manual? If so, Johnnymo62 has a good answer. If you are talking about the scope that is on a TS 16949 certificate, there are some additional rules.

Hellow howste,

I mean about the scope on a ISO TS Certificate, could you help me out with the rules? I was surfing in the IATF site but didn't find anything.

Rules for achieving and maintaining IATF recognition
4th Edition for ISO/TS 16949
Certificate scope
The scope statement displayed on the ISO/TS 16949 certificate or the letter of conformance. This scope statement shall include only manufacturing activities for automotive-related products and services. Manufacturing not meeting the applicability of ISO/TS 16949 shall not be included in the scope of the ISO/TS 16949 certificate.

Scope usually contains words:
-design and manufacturing or
-manufacturing
and
list/description of the processes performed in the company (f.e. welding, stamping, injection molding, painting)
or/and
list of products manufactured in the company (f.e. tyres, rims, cockpits, steering wheels, headlights)

My understanding is that Customer Specific Requirements are suppose to be included in the scope. Sounds like you need to develop a list of interested parties and identify their requirements first before the scope.
