Identifying KPI for AS9100 8.1.4 - Prevention of Counterfeit Parts - PCB assembly contract manufacturer

I work for a PCB assembly contract manufacturer. We are having to create new KPIs for the quality department and are having trouble coming up with meaningful KPIs for the AS9100 sections that are the primary responsibility of the quality department.

Does anyone have an idea for a KPI for 8.1.4, Prevention of Counterfeit Parts?

The only KPI can come up with is the percentage of people trained out of the number of people who need to be trained, which is a poor indicator because it will be 100% all the time.

We try to avoid buying from high risk sources unless dictated by the customer. The number of special inspections depends on the number of orders from customers who require us to use high risk sources.

Why do you think you need KPIs for that? You need KPIs for your core processes, not for each of the elements of the standard. Most likely that falls under your purchasing process, or whatever you may call it. Appropriate KPIs of purchasing could include supplier on-time delivery and supplier quality. For example supplier on-time delivery of 95% or higher and no more than 1% rejects of material provided by suppliers.

You don't have to have a KPI for Counterfeit Parts. One of our auditors gave me this list of ideas to use when creating KPIs. It helped me a lot. Maybe you can get some ideas from it.

My boss wants to make a KPI for Internal Audits. I am totally stumped as to how I can make a graph (cause that's what they want) and calculate by percentage the outcome of Internal Audits. If anyone has any ideas, I'm very open to them. I am totally new in the Quality field and often feel like I'm flailing around without a life jacket!

Cheers! Koko

Are you meeting this goal of having 'special inspections' 100% (for example) of the time whenever you are buying from high-risk sources? That might be a KPI that has some value to it, if you are being forced to create a KPI.

Be careful.
Counterfeit components are, for the most part, the result of criminal activity. The consequences of unintended usage of counterfeit parts are very serious and put at risk product safety and mission assurance. Anytime you have and report anything other than ZERO counterfeit parts, you "confess" that your organization might have been provided adulterated components. Some people, external to your organization, might have inquisitive minds and ask: did you report this to law enforcement, e.g. the FBI? If not, why not? Is your lack of willingness to report counterfeit parts assisting the criminals? Your organization could be exposed to liability if you report some data that indicates potential criminal activity and no action. So, be careful and good luck.

Please note that all processes need KPIs. Standard didn't limit KPIs to process of Clause 8. There should be at least one process defined in addition to those cores 8.0

Ozzy is probably referring to the allusion to KPI's in AS9101. For example, in that document we can read the following:

The audit team should audit processes to sufficient depth and detail to evaluate if the organization’s processes are capable of meeting planned results and performance levels, including applicable customer specific targets.
NOTE 1: Key Performance Indicators (KPIs) are often used to identify organizational emphasis areas and acceptable
performance levels.

Describe the method used by the organization to determine process effectiveness [e.g., identification of Key Performance Indicators (KPIs) and associated targets, process capability data].

Obviously, most registrants are unaware and oblivious to the requirements of the AS9101 document, which applies to the audit team performing CB audits.
