Is it safe to say that a product that conforms to Ed3 also fulfills Ed2 of 60601-1? (EU)

Just out of curiosity, do you have copies of each revision of the standards?

No.

Ed 3 would seem to be more comprehensive and requirements are generally the same, (leakage currents) or stricter (mechanical strength).

But Ed 3 introduced the concept of MOOP (means of OPERATOR protection). These requirements (aligned with the IT standard 60950) would not satisfy the requirements of Ed 2.

(There is also difference in transformer construction but that is different between Ed 3.0 and 3.1).

Also, Ed 3 introduced the 'Risk Management' concept throughout the standard. This means that there are many more options and complications available, all backed up with the risk management.
