Iec 60601 Impedance and current-carrying capability

HI Folks.
I have one question about measuring the impedance of protective earth in the case with condition of 8.6.4.b.
in the sub clause 8.6.4 b standard says for measuring touch current should short circuit of basic insulation and after this fault measuring touch current. if we connect the phase to enclosure the current carrying between phase and earth always is very big and one protective device probably disconnected the phase and i cant measured touch current.
in this situation how to measure the touch current
"The impedance of PROTECTIVE EARTH CONNECTIONS is allowed to exceed the values specified above if the relevant circuits have limited current capability such that, in case of short circuit of relevant insulation, the allowable values of the TOUCH CURRENT and the PATIENT LEAKAGE CURRENT in SINGLE FAULT CONDITION are not exceeded."

8.6.4b is a special, optional case intended for situations where the current is limited to very low values typically in the order of of a few mA. An example might be a 2kV high voltage power supply that is current limited to 2mA. Assuming the HV power supply negative pole is connected to earth and the power supply and related circuits are surrounded by earthed metal frame it should of course be safe.

The point is that since the current availability is so small, the earthing does not need to be the normal ~18AWG wiring suffient to pass the 25A / 0.1Ω test. It could be by thin 32 AWG wiring since it only needs to carry at most 2mA in fault condition.

This clause does not apply to high power (high current) circuits like mains. For that, the test of 8.6.4a should be used.
