I'll give this a go.
1. Scope: The scope of our registration, according to our certification certificate is:
" This registration covers the Quality management System for mining, manufcature, marketing and delivery of a range of magneiste and magnesia products delivered from natural mangnesite. The types of products manufactured include magnesite and magnesia based products in a range of grades and size fractions, suplied in bulk, bulk bags and paper sacks for industrial and agricultral application". I assume this is what you wanted.
2. Strategies: I was not involved in this company gaining certification the first time but was instrumental in the 9K2K conversion. My major strategies were (from memory):
a. Communicate the new requirements to management and then step down thru Managers, Supervisors, operators and contractors (slideshow and meetings),
b. Reviewthe QA Manual to meet the new requirements,
c. Rewrite/review procedures to accomodate the new requirements (CAPA mainly as the other ones only needed minor changes,
3. My most important point was the fact that I wrote everything out how I thought the registrar would want it to appear and then called the audit. We passed and our certification was upgraded. We then set about reworking everything to suit us. It is harder to lose certification than it is to gain it. This worked for US.
4. I am not sure I understand this question
5. Management Commitment: This is a continual roller coaster. Some weeks are better than others. They are all over the sytem and make a gerat deal of promises and commitmment and then something else pops up on the radar and they chase that instead. My major battle is getting the same recognition as Safety and Environment. My addage is that they are all the same and should have the same committement.

Quality protects the Product.
