How should we interpret this clause?

In our company , corrective actions are handled by a "corrective action team". Does this clause require the product / process NC's to be informed to this team or should this be communicated to Top management (e.g CEO,MD etc.).

Andrews,
I believe what this is telling you is whomever has the direct authority and responsibility over the corrective action process in your system must be informed when you have noncompliant processes and/or products.

I agree Russ. It only makes sense. If I am responsible for correcting a noncompliant process, it is important that I (promptly) know when the process is noncompliant.
