Inspection Certificate EN 10204 2.1 - Distribution company

Hi All,

I am looking for help with regards to following:

1. Can the distribution company issue their own COCs with specific reference to EN 10204 2.1 (no manufacturing nor product testing taking place at the distributor site) or 2.1 cert can only be issued by the manufacturer?

2. Can the distributor issue their own 2.1 certification based on the material certs/COAs/COCs supplied by the manufacturer with the goods? If so, should it be clearly stated on distributor's COC that the certification is based on the manufacturer's cert?

3. Is it a common practice/is it acceptable that COC statement is on Delivery Docket, or should it be a separate document?

EN 10204, point 3.1 of the standard says that Type 2.1 declaration of compliance with the order is a "document in which the manufacturer declares that the products are in compliance with the requirements of the order, without inclusion of the test results". Also, in definitions section standard clearly distinguish the manufacturer and the intermediary (so distributor as well), and further in point 6 says that "An intermediary shall only pass on (...) of the inspection documents provided by the manufacturer (...). Based on this, I doubt that the distributor can provide their own 2.1 inspection docs., but want to confirm.

Counterfeit materials and certificates is a huge issue. No, the distributor can not issue the 2.1 certificates. They have to come from the mill/manufacturer.

In case a customer wants an independent certificate of conformity, a trustworthy third party inspector can issue a 3.2 certificate, after they witness a controlled sample be tested to demonstrate conformance with chemical, mechanical and metallurgical properties.

Even in case when the distributor is supplied with up to 3.1 certs from the manufacturer?

You need to explain what you are looking for. If the distributor has access to the mill test certificates, who is asking for another certificate? What value would the distributor certificate add to the mill certificate?

The user of the material needs confidence that the material satisfies a set of requirements. If you have the original, traceable certificate of the material all the way to the mill, why would a distributor need to issue a meaningless certificate?

I agree with you Sidney, it doesn't make sense to me either. Just asking hypothetically: is it "legal" to issue 2.1 cert by distributor based on the 2.1 or 3.1 manufacturer cert?
