I have submitted PPAPs in India as for as my experience goes it is basically to run 300 or more as required by the customer under production conditions after the pilot batch(pre production) and Take a minimum of 25 subgroups of sample size 5 for PPK studies.
PPAP sample submission since i think you will send the samples (required By the customer) along with the PSW and other documents based ont the supplier level. For customers like TELCO i think they need the production component rather than PPAP samples. But get the PSW signed from them and retain a master sample duly identified in your plant.
