Is this a correct definition of nonconforming service/product:
"failure to achieve a specified or expected situation with respect to the IMS relevant standards requirements"

I think this definition may be too narrow.
An integrated management system could include implementations of ISO 9001, ISO 14000, ISO 18000.
While a nonconformity would certainly be a failure to meet the requirements of the "IMS relevant standards requirements" (meaning a failure to meet the requirements of ISO 9001, 14000 and/or 18000) a nonconformity would also be a failure to meet design specifications, customer contracts, laws relevant to the product or service.
A better definition would be "non-fulfilment of a requirement" (ISO 9000, 3.6.2).
