Integrating ISO 9001, 14001 & OSHAS 18001 - Do you need a Manual & Procedures?

Hi Folks,

I am trying to integrate ISO 9001, 14001 & OSHAS 18001 for our very small construction business Max employees - 10. I currently have a manual and then individual procedures required by the standards, however I am noticing that the Manual and the Procedures are very alike. Can I create "Manual" that contains all of our Procedures and call it "Procedures Manual" and still comply with the Standard?

I have a Manual that basically explains how the standard applies to us then have procedures to explain how we comply with these

You most certainly can do this. A couple of the most visible benefits of integrating standards are: 1) reduced duplication in documentation and 2) elimination of redundancy in common areas.

Yes. I did this at my last job (just for ISO 9001). I wrote the required policies and procedures (only a handful). Everything else, I said, "We use the actual ISO standard for guidance."

For example, 7.2.2 requires that orders be reviewed before acceptance. Do I really need to write out details of how we review an order? "Look at the price. Is it correct? Look at the ship date? Can we meet the ship date?" Really? :bonk:No. Not necessary.

The tricky part is that you still have to FOLLOW what the standard says. You still have to TRAIN everyone to the standard--at least the parts that apply to THEM. Good luck and keep us posted.

18001 states at 4.4.4 states: The OH&S management system documentation shall include ..... description of the main elements of the OH&S management system and their interaction, and reference to related documents;"

This tacidley saying that a manual is required but its also being clever enough to say that a great big fat book is not necessary. So how thick should it be and what should it consist of, take note of the advice that has been given on this forum about quality manuals and take your cue from that.

If you want to obtain certification from an accredited CB you will need to apply the most stringent requirements from the standards involved and in this case it's 9001 and you will need a documents system's manual.

A basic ground rule for documentation within an integrated system is this, all required documentation within the separate standards becomes required within the defined scope of the integrated system. Some documentation requirements may still be unique (9001-8.3 Nonconforming product; 18001-4.4.3b Participation consultation), but some will be universal (14001-4.4.1 documented roles responsibilities, authorities; 9001-4.2.3 Document control)

You have got to look at each individual clause and determine how best you can meet everything in an organized and effective manner (Look in the back of 18001 at Annex A for assistance)

You might also consider purchasing a copy of PAS 99:2012. It provides a framework for combining two or more management systems in an integrated fashion, plus it is aligned more closely with the new high level structure that will be incorporated into the upcoming releases of these standards. The levels of integration may differ from organization to organization, but it is nevertheless a good resource (especially the stuff in Annexes A-D).
