Integrating MBNQA to the Quality Manual

We are on a PQA journey, our local version of MBNQA. We are trying to integrate its criteria and requirements to our Quality Manual. As a requirement, the top mgt came up with the Vision, Mission, and Values (VMV)while still having the Quality Policy as its summarized version. Then from the VMV, the CEO came up with the Long and short term goals, which supposedly a version of the Quality Objectives. Coming from those goals, the Executive Committee created the Corporate Balanced Scorecard (CBS), a version of the Plans for Quality Objectives to be able to deploy down the line. Now, having those goals already deployed, #1 may I know if it is okey to consider using them as the goal statements of the Quality Policy, Quality Objectives, and Plans for QO instead? #2 is it true that ISO9001 Standards is more on the "quality" aspects only of the business unlike MBNQA, which has both the "business and quality" results? Would appreciate your inputs as I'm confused :confused: :frust: as to how to integrate both because I know that ISO9001 standards & MBNQA criteria are the same and do compliment each other.

First off, Grace, congratulations on your first post! I see you've been a member of the Cove since 2002 and have bravely decided to step out of the shadows! :D

I am by no means an expert on the BSC or MBNQA/PQA requirements, but I do know from my own experience that your Business Management System should be standardized in a such a manner that it honestly reflects the flow and interaction of how you operate.

It would be a drain on resources and confusing to your people (and...okay...just plain silly :) ), if you deveoped two parallel systems with one meeting the requirements of ISO 9001 and another for PQA.

If the two tools compliment each other, then you have an ideal setting to develop your true system which meets the requirements of both.

For what it is worth, my organization has followed a similar structure as yours. Although, our Quality, Environmental and Safety Policies are the output from our Vision, Mission and Values....we have taken the approach of the VMV being our foundation. The VMV is core to who we are. From there, the Q/E/S Policies were developed and along with supporting objectives and goals and targets.

Our Q/E/S Policies are generic - we do not state numerical goals in them or provide time frames. We do not wish to have Policies that change every year or so. Our goals and targets might change on an annual basis, but the Policies - which lead us down the path to our goals and targets - should remain stable (at least in our opinion).

Hopefully that answers (at least partially), your first question. :eek:

ISO 9001 does focus more on "quality" and the meeting of Customer requirements. My company, while registered to ISO 9001, likes to place more emphasis on being compliant with ISO 9004 which focuses on the Stakeholders. Our own Business Management System is centred on keeping our Stakeholders satisfied - Customer, Community, Employee, Supplier, Shareholder.

It is totally possible to have an ISO 9001 system that has been expanded to go beyond the meeting only the requirements of the Customer. :D

So if the requirements compliment each other, here's a few pieces of advice:
  • Develop or locate a matrix that shows exactly where the links/similarities are between the two.
    • List all clauses of ISO 9001 along one axis and all the clauses of PQA along the other.
    • Using a code to describe the links - D = direct, S = support, N = not applicable - or something like that
  • Develop a manual that works and flows for your organization.
  • Develop a table that shows where each clause from ISO 9001 and PQA can be found in your manual (i.e., in other words, your manual does not need to look like a mirror image of either ISO 9001 or PQA).
  • Once you see the overlaps and common requirements, standardizing the rest of your process should be a piece of cake.
