The Red Book i.e. the VDA 6.3 standard thru’ it’s Process element P6.5.4 asks ‘Are processes & products audited regularly?’ One of the audit sub-points listed on page 110 is ‘Auditor Qualifications.’ Most German OEM customers, at this stage, seek availability of atleast two internal auditors who have been qualified to 315 (formerly B2) by an authorized training organization. If your customer does not make this demand, you are lucky.

If I understand this correctly, VDA 6.3 states auditors successfully participant in a qualifying VDA course. VW is asking that our auditors be card holders and register in the VDA database. Can anyone confirm this?

Yes. As per VDA requirements,
Qualification of internal auditors (ID 315)
A minimum of 3 years professional experience (at least 1 year experience in QM) and passing the day 4 exam.
Qualification of supplier auditors (ID 321)
A minimum of 5 years professional experience (at least 2 year experience in QM) and besides passing the day 4 exam, the individual needs to pass the written test, case study and the oral test on day 5.
The training as well as the examinations are conducted by the franchisee organizations of VDA. As, for India and South Asia, TUV SUD is an official franchisee of VDA.

Please help.
My customer wants us to have our internal process auditors get certified to VDA6.3 by a 3rd party institute to perform the internal audit against VDA6.3. Is this one of the requirements stipulated in VDA6.3?

Great! Find out how much that training is going to be and send the customer the details and ask for them to pay the training provider directly or send you the money...

Great idea and good luck with that.

This appears to be a customer requirement which should have been reviewed / found out / decided on during contract review. If the contract is already signed, then the supplier has accepted this requirement and has to deal with the consequences.

Experience shows that it rarely makes it into any contractual document, because the "customer" is a Supplier Quality (or similar) person and they like to pressure suppliers to do things like this "in their opinion" and don't consider the cost effect (or putting it in the contract) hence my comment...
