I think its pretty common for the quality groups performing audits in any company to have to walk a political tight rope. Some of us are stuck in jobs where the management only supports the ISO certification for the customer and not really to move the business operating system forward. In this case its no use pointing fingers or trying to figure out how to write up your own department for not performing audits, thats what 3rd party auditors do. If you measure your audit process to the metric of % of audits performed to schedule then at least you will have a baseline goal set to improve it. I would just leave the audits not done on the schedule and put them as a reschedule as your own corrective action. Do what you can control, raise situations to management and document those situtions and cover your butt. It does not seem like your management cares much about the quality system.
