Internal Memo used to document work instruction

Hello, all

I’m looking for some guidance on an issue concerning work instruction. I have a situation where an organization has documented work instruction in a Internal Memorandum and is flowing the memo to employee to use.
I’m not sure if this violates any sub clause of AS9100C, would greatly appreciate any feedback.

My first thought is wondering how your procedure for control of documents is worded. If it says "docs will be controlled with a list" or similar, add the internal memo to the list. If there is a training schedule, make sure the memo is referenced on training docs and available at point of use.

Else, adopt the memo wording into an internal work instruction and explain to the issuing party this is how you plan to make their intentions (the memo) compliant to the QMS.
