IPC-A-610 vs. Our Specification - Not Staking Wire through a Bifurcated Terminal

I have a question about interpreting our drawing for a circuit board assembly.

I rejected a CBA because a wire which passed straight through a bifurcated terminal, (in other words, the wire was not wrapped around the terminal) was not staked as required per IPC-A-610 section 6.9.3. I double-checked our drawing to ensure that there were not any statements on the drawing which specifically negated the need for staking.

Engineering determined that because the drawing did not specifically require that the wire be staked....it was not required. I have taken a lot of heat regarding this issue and I would appreciate any constructive feedback.

My opinion is that wherever the drawing does not specify something IPC requirements should be observed. Am I wrong?

I would agree as long as the drawing or other procedure specifies IPC-A-610. Is there a customer requirement for IPC-A-610?

Yes Al. Our contract specifies IPC-A-610.
The drawing should reflect this requirement. Unless there is a design required exception specifically identified on the drawing and approved IPC-A-610 should be adhered to. If it is class 3, the end user (i.e. customer) must approve any deviation from the standard. This is addressed in sec 1.3 of IPC-A-610.
