Is a Corrective Action Expected if a Quality Objective is not in compliance?

Hello Everyone

In the task of revising the compliance of the quality objectives,
and considering that top management approved such objectives,
In the next example :
One objective (reduction of rejected product) now resulted no compliant.

The question is: should a CA be raised against the top management
when objectives are not in compliance?

Considering that it is a No conformity and as such, actions have to be taken
according to the impact.
Quality objectives in my point of view are critical.

Are you saying you didn't achieve a reduction of rejected product? If so, by how much? If you set a reduction of 10%, what did you achieve? Did you have an increase in production or was it stable, compare to last year's?

Are you asking if a CAR needs writing or if you will be written up by a CB for this?

It depends on 'who' is issuing the CA. if it is a second or third party auditor failure to meet a quality objective is NOT something that would generate a corrective action.

If you are asking about an internally generated CA it really depends on how your CA system is viewed. if it is looked at as a 'police ticket' then no. there is no value in it. if there is an honest intent to improve your quality and your approach to improving quality then it can be useful - and if that's the case then management shouldn't need a CA to take action to improve their process.

The target reduction was set to 15%, and got only 4.5%, this issue
was detected in an internal audit.

There appears to be nothing in evidence to support the idea that the people who would execute the corrective action actually have any real influence over achieving the objective. There are too many potential variables that haven't been addressed. What needs to be done is a review of the defective objective.

I agree with Andy that a CA for management would be inappropriate. Just report the finding. There's a good chance that people who don't deserve to be hit over the head will be hit over the head. Depending on the circumstances we can't know about in your company, it might be appropriate to point out that lack of a plan is a large part of the problem.
