Is Agilent’s automated network analyzer verification ISO/IEC-17025 compliant?

Theoretically: I am placed in the position of testing a Agilent network analyzer, an example being the 8753D. I complete the manufacturer’s Z540.1 test data sheet, in the manufacturer’s manual, and then run the automated Calibration/Verification with calibration/verification kits, and print the resulting data. In the end I am left with having to report "same as mftr’s uncertainties". All of the testing on the data sheet and Calibration/verification is considered PASS<=100% of specification. I see this as a complete Z540.1 with data calibration, but can I am place the accredited label on it. How could I improve this process without gutting the entire process?
I can not see how to go accredited on any part of the calibration without creating a complete data sheet, and transferring all data with guard-bands, and uncertainties calculated.
OR is this an example where I would:
1. slap a MU, measured uncertainties range(s) sheet to the back of the test report, which would give general MU's for tests performed. I hear this might be an acceptable practice. It is done in some other cases.
2. Individually, test by test, verify each test to within, say k2 MU coverage, for compliant, and report undetermined, or non-compliant for other cases.

I agree that Agilent could calibrate this item in a clear accedited condition with report and information. I could then, after having it performed once use this information to develop my own process. I have been in the situation where the shortest course is following anothers foot-steps. Short of having this, I was asking, in my original question, if a band-aid approach, which would get me there, would be possible. I am reading, and listening to other aproaches which sometimes seem far form the expected full effort of an accredited instrument test, and it's report.
I have observed:
1. partial testing, and have seen it claimed as, "this is how we do it"
2. MU, measurement uncertainties statement in a general range form, and attached seperated from the recorded as-found/as-left data, on another page, or area.
NEW QUESTION: It might be a more concise to ask:
Can an accreditied datasheet be acceptable without guardbanding? as in Z540.1
or does this totally destroy the whole concept. This is to mean: Can a datasheet with a test result of [-100%spec]<- acceptable test range ->[+100%spec] be an accredited report in any situation?
Agilent, is a best practice player, and likely would say never, and maybe this is the full answer, but maybe some room for less than perfect exsists? and should it?

First in my opinion you can not assume the "same as mftr’s uncertainties", the transfer uncertainties on your cal kit are most likely different from the manufacturer. Second I have had several discussions with Agilent Metrology and they state Z-540-1 compliant not accredited on their certificates. A good example is the 8902A measuring receiver. They also use the separate measurement uncertainty report.

If you wish to do it accredited it will be difficult to issue a conformance statement without first making sure you have accredited cal on all your standards used then doing the proper budgets, then guard banding as necessary. If your TUR is too low, you could consider listing the unit as operational with a statement to the effect of as per actual measured values and stated uncertainties. Hope this helps
