Is highlighting on a printed document considered a change?

Had a very interesting question today on document control. We know that any printed document is no longer controlled and if any uncontrolled document is changed manually it should trigger an update to the controlled version, right? What if someone has a printed document (latest version) that they’re using to perform a task and they highlight it? I mean just mark something with yellow highlighter, would you consider that a change?

Not unless somewhere in your procedure the meaning of highlighted phrasing is defined. For example "highlighted steps are guidelines and may be skipped if not necessary."
