Internal and external audit of Account Department is applicable to any ISO standard?

If the accounting process (accounts department) is included within the management system, then the same will be internally audited. The same will also be covered in the external audits.

Every process or area within the management system need not have objectives.
If the management so desires that objectives be established and be measurable consistent to the Quality Policy., then some objectives like....
a) Payment by due date to suppliers
b) Timely collection of payment from customers
...and such other can be established depending upon the activities that the accounting process do in the organization.

We can't answer, because you haven't given us enough to work with. "any ISO standard" is waaay too broad. ISO 9001? ISO 14001? ISO 22000?, ISO 27001? ISO 20000? You'll also have to tell us if the organization decided to include accounting in the QMS. If they did, certainly an internal audit, but NOT necessarily an external audit, because it depends on scope and which standard.

No, to give a focused, accurate answer, you'll have to be more precise with your question.
