Is ISO 9001 Model tested for its effectiveness by ISO before its release?

ISO 9000 series or any process based ISO Model that is being released by ISO, is it in some way or the other tested for its effectiveness before it is released?

If yes, how & what kind of tests would be applicable?

Alternatively is it that ISO 9001 for example being a process model, it's best left to the implementation personnel and practitioners to interpret it in the context of their organization and make the most of it?

Although not mandated by the ISO/IEC Directive document which describes the development process for ISO standards, some Technical Committees provide for "verification and validation" activities during the development and/or revision phases of their documents. They don't want to be accused of the "don't practice what you preach" sin.

As you can see in the picture below, during the latest revision (a major one) of ISO 9001, the TC 176 SC2 had developed a timeline depicting verification and validation (V&V) activities between Working Draft 1 and Draft of International Standard, approximately the timeframe between December 2012 and March 2014.

Apparently, there was such V&V exercise, although information about this is harder to find than colonel Sander's secret recipe. Let's remember one thing: executing V&V is one thing; executing it transparently, competently and taking action on it's results is a totally different thing.
