Is ISO/ TS16949 a regulated standard or just a draft?

Is ISO/ TS1649 a regulated standard or just a draft? I have been told that in order to for TS to become a regulated standard the T.S (Technical Specifications) has to be dropped. True or false

If you mean TS16949 it's the law of the land for automotive folks.
