to answer your question, this last years, the energy is very high question in many countries in Africa. many programs are launched and some options had been taken by the gov of these countries ( Google it)
some hasn't a gas or not lot to answer to the national demand or international one if this country has this aspiration as target.
one day, the question that the gas available may not be sufficient to answer to the new and increasing requirements or the old plant using gas because to import it from abroad aren't good option for the long term and with the fluctuation of the gas price.
so come the question as this, to reconsider another combustible, to check another another option as renewable energy...etc

Here I find the crux of your question. Since there is no gas in the country, your approach should be to go straight for a diesel turbine and not trying to convert a gas turbine into diesel turbine. Could you please elaborate on this? Umang
