Hi friends,
Is positive recall acceptable in ISO/TS 16949 : 2002 QMS, I remember it is only addressed in QS9000 System. Can any one clear my doubt

Do you mean if you find a problem you tell the customer to send back to you?
If so then

ISO 9001:2000 said:
8.3 When nonconforming product is detected after delivery or use has started, the organization shall take action appropriate to the effects, or potential effects, of the nonconformity.
ISO/TS 16949 said:
8.3.3 Customer information
Customers shall be informed promptly in the event that nonconforming product has been shipped.
I think that this is clear cut

I mean, can the material be used for production due to some urgency or special conditions before OK conformance and tracked separately till conformance gained from the inspection department.

In the old standards it was said that you can accept on condition that you segregate this.
Now you can do what you like as long as you do not supply non conforming material to the customer.
Keep the material segregated until you have approved the material. There is no need to have it in the standard

Have a look at 8.2.4 which says in part,
Product release and service delivery shall not proceed until all the planned arrangements (see 7.1)have been satisfactorily completed, unless otherwise approved by a relevant authority and where applicable by the customer.
A definition of "relevant authority" is nowhere to be found, but in general this means that if your documentation requires (for example) final inspection and and time constraints result in a "business decision" to skip it, the decision must have the approval of either an internal manager with sufficient authority or the customer, if the customer requires final inspection.

To directly answer your question, there is no explicit requirement for a positive recall procedure, but prudence would dictate that you have one.

There is nothing in TS that prevents release for use under positive recall.

Just follow your old QS procedure.

For me if this becomes a way of life, it is a signal that something is wrong and would get me digging around to see what is happening.

I agree--it's a signal if it happens repeatedly. Often it's the customer's poor planning that causes it.
