Is the QMS a Management Process or Support Process?

Hi all
i got a question
i was reviewing some process map and i've saw in one that the QMS is placed in the support process level within the orgshart of company.
is this location for QMS an evidence that the Quality representative do not have sufficent empowerment and commitment from the top tone of company? does this mean that the QMS isn't the way to run the company's activity?

Not all companies even have a "Quality Representative" unless you mean the Management Representative called out in ISO 9001 and other 'related' documents.

As to the QMS (Quality Management System), it is a group of functions some of which may not even fall directly within the Quality Department its self. There are discussions here where the Quality Manager reports to the Production Manager.

Commitment of Top Management is shown by what actually happens. Just because a department or such is in a certain place on an organizational chart doesn't necessarily say anything about commitment of top management.

Organizational charts can be made up in many ways and are typically specific to each company. There is no 'correct' way to organize a company which applies to all companies.

i think that i've confused ( speaking wording) 2 thing:
- by orgchart, i meant flowshart or the map of process, i didn't talk about the place in org of the quality function, it can be taken by any one in org, according his skills and others consideration.
- i meant indeed what actually happens.
when the whole process of an org° is mapped, it is describing what is happens, isn't it? how the different process is reacting. so when i'm seeing the QMS process or even called QMS dept, ( in map, it is relating to the process in my view), so if i'm seeing it in support process that make me wondering.

Yes, the QMS (like the financial, human resource, IT, environmental, and other management systems) is a support process. Core processes are typically strategy development & deployment, product & process development, order fulfillment and customer relationship management. The support processes cut across each of these to provide support relative to particular stakeholders -- QMS/customers, financial/owners, human resource/employees, IT/all, environmental/community.

I could easily make a case to classify the QMS as either a support process or a management process. It depends on how a company defines those terms for their company.

I intend Quality Management System as the entire system to manage an organization in termf of processes and how they are interact.

Of course, the QMS cannot take the place of BMS, finaly BMS is the reason of that buzz.

But in the same time, the QMS isn't as others support process or at least do not have to same purpose, as instance, It is the whole application, methode used in our daily working, HR process is the way the Human rights and duties has managed within the daily working of the organization. the QMS is a management system as gusys discribe and a way which is make a difference between a company with A QMS and others without. it is also decision taken for strategic consideration. the core message of a QMS is finaly the Customer relationship process. isn't it ??

To a management who just know that the business managed is QMS Certified., the QMS is and shall faithfully remain a support process.
To a management who know that the QMS (Certified or otherwise) is aiding the business managed and has the ability to improve the business managed, the QMS is and will faithfully remain a management process.
