AS9100 is issued through SAE as howste mentioned.
In Europe, the same document is issued through AECMA (EN 9100) and in Asia, it is issued as JISQ9100 (Japan).

There is also a Brazilian version, since EMBRAER is one of the aircraft manufacturers supporting IAQG and AAQG.
The decision not to pursue 9100 through the ISO organization was a deliberate one. Due, primarily with the perceived bureaucratic and slow standard development process associated with the ISO Technical Committees.
So, even though 9100 has not been issued through ISO/IEC, one can say 9100 (through it's several forms) is a VERY international document.
