Is there an approach to define the "must 'or' should" in supplier audits?

Usually, we hear about the prioritization/importance of the product features in the development areas wrt to must.vs.should OR rating of '1-to-5' etc.,
Is there a similar approach in defining the must/should criteria of expectations from QMS during vendor audits?

is this in similar lines to that of critical & major observations?

Shoulds are not requirements unless auditee management or customers make them so.

For example, Northern Telecom once turned the shoulds of the guideline ISO 9004 into shalls. I'm not sure it did them any good.

So, determine the status of shoulds while planning the audit.

Mostly, auditors ignore shoulds unless conducting an IRIS audit (against the international rail industry standard).
