Looks like another great example when people think they can substitute common sense with a piece of paper. Don't make me wrong, it is about your customer's quality kind of expectation.
I think when you check the authenticity of the ICs it has more or less nothing to do with the validation. It could help your customer from the purchasing control perspective, but that solely purchasing.
