Preventive measures procedure

I have been asked to develop a preventive measures procedure, I will be saying that our preventive measures are:

1. Risk assessments
2. Maintenance Schedules
3. Audits
4. management review outputs

Am I on the right track with these, should I add any more to the list?.

I am trying to avoid going the whole hog on FMEA.
