We are getting 14001 certified at the moment and have created a separate system for 14001, although reference key points in the QMS (for 9001), such as document control etc. Some parts of the EMS Manual link through to QMS Procedures as a result.
Whatever you do, it needs to be effective for your company.
The responsibility has been left to us as the only department that has an understanding of ISOs etc, however one key point to ensure, whoever is selected, is that top management are aware of what 14001 entails as opposed to any existing system. A training course would definitely be a good idea to grasp the essentials and then whoever is charged with the responsibility can meld the requirements of the Standard into company operating procedures (or vice versa).
On the back of what Randy said, it may be worth some consideration on having anyone at the company who may have environmental training/knowledge to act as an internal - but independent of the creation of the EMS - auditor, or just there to give advice. We are at a stage where I have created the EMS, my boss has/is checking it, so now neither of us are "independent" of the EMS and in a position to do a systems audit. We are trying to find someone else who could audit it.
