ISO 14064:
· is a program/policy neutral international standard, a common “building block” that provides a standardized and auditable process for use by different companies and programs for quantifying, managing and verifying greenhouse gas emissions and emission reductions.
· balances technical rigor and credibility with flexibility, practicality, and cost-effectiveness.
· has international acceptance, agreed by all countries, including USA, Canada, Mexico, Japan, Australia, EU, etc.
· is a general process standard that includes “technical” requirements (i.e. auditable "what to do") without program rules (e.g. additionality, eligibility, etc.)

ISO 14065 standard – new tool for international efforts to address greenhouse gas emissions

ISO has launched ISO 14065:2007, a new addition to its toolbox of standards for addressing climate change and supporting emissions trading schemes.
In March 2006, ISO launched its greenhouse gas (GHG) accounting and verification standards ISO 14064:2006. The complementary new standard, ISO 14065:2007, Greenhouse gases – Requirements for greenhouse gas validation and verification bodies for use in accreditation or other forms of recognition, published on 15 April 2007, details requirements for GHG validation or verification bodies for use in accreditation or other forms of recognition.

While ISO 14064 provides requirements for organizations or persons to quantify and verify GHG emissions, ISO 14065 specifies accreditation requirements for organizations that validate or verify resulting GHG emission assertions or claims.
GHG validation or verification bodies are responsible for completing an objective assessment of GHG assertions and providing a formal written declaration which provides assurance on the statements contained in the assertion.
The aim of GHG validation or verification is to give confidence to parties that rely upon a GHG assertion or claim, for example regulators or investors, that the bodies providing the declarations are competent to do so, and have systems in place to manage impartiality and to provide the required level of assurance on a consistent basis.
ISO 14065 provides requirements for bodies that undertake GHG validation or verification using ISO 14064 or other relevant standards or specifications. The objectives of the ISO 14064 and ISO 14065 standards are to:
  • develop flexible, regime-neutral tools for use in voluntary or regulatory GHG schemes;
  • promote and harmonize best practice;
  • support the environmental integrity of GHG assertions;
  • assist organizations to manage GHG-related opportunities and risks, and
  • support the development of GHG programmes and markets.
ISO 14065 was developed by a working group of some 70 international experts from 30 countries and several liaison organizations, including the International Accreditation Forum. In addition, the United Nations Framework Convention on Climate Change (UNFCCC) has observer status. The working group combined expertise from ISO’s Committee on Conformity Assessment (CASCO) and technical committee ISO/TC 207, Environmental management.
ISO Secretary-General Alan Bryden commented: “The participants at the 2007 World Economic Forum in Davos agreed that climate change constitutes by far the greatest threat to the world economy. ISO 14064 and ISO 14065 are good examples of ISO’s ongoing efforts to develop and promote practical tools that contribute to the sustainable development of the planet.”

The main greenhouse gases in the Earth's atmosphere are Water Vapor, Carbon dioxide, Methane, and Nitrous Oxide.

Water vapor - Earth's most important greenhouse gas, giving us over 90% of the Earth's natural greenhouse effect, which helps keep the Earth warm enough to support life (Natural)

Carbon Dioxide - Gases, Fuels and Deforestation (Enhanced)

Methane - Mainly produced by Human and Animal wastes (Natural)

Nitrous Oxide - Give off by mainly Car/Factories. Damages O-zone (Enhanced)

Welcome and thanks for the information, but you're incorrect

Water vapor isn't an identified greenhouse gas it's just 1 of the 3 natural states of water.

The following are the 6 Greenhouse gases identified by Kyoto and their GWP (Global Warming Potential – SAR 100 year GWP values) and atmospheric life time

Carbon Dioxide (CO2) - 1 - 50-200 Years
Methane (CH4) - 21 - 12 years
Nitrous Oxide (N2O) - 310 - 120 Years
Hydrofluoro-carbons (HFCs) - 150 to 11,500 - 1yr-260 years
Perfluoro-carbons (PFCs) - 6,500 to 9,200 - 3200yrs-50000 yrs
Sulphur Hexafluoride (SF6) - 23,900 - 3200 years

What this means for example is that Sulphur Hexafluoride (SF6) is nearly 24000 times more damaging than an equal amount of Carbon Dioxide. it's from the GWP we do our GHG factoring and come up with our CO2e (Carbon Dioxide equivalent numbers)

Randy, a point of clarification here on GHGs.

Since the discussions are focussed on ISO 14064 & 65, we should be using the definitions in those standards and not those in Koto Protocol .

Clause 2.1 of ISO 14064-1 defines GHG as both natural and anthropogenic emissions. Considering this discussion the mention of water vapour as a GHG is fair point.

However, Annex C refers to IPCC 1996 report for the GWP of various gases - referred to in Clause 2.18. There is a discordant issue here. The entire IPCC study does not cover the natural GHG emission phenomenon, while the ISO 14064 talks of natural processes as included in the GHG accounting process.

The natural processes connected with GHG are overcome by the standard by narrowing the focus by definitions in Section 4 and its sub clauses.

In the area of GHG we need to be very clear which standard are we referring to, since there are significant differences inter se the various GHG standards.
